Abstract

A necessity of implementation of criteria and standards for assessment of the quality of primary health care is needed along with the start of the health reform. The general practitioner (GP) considers "quality" as effective care of the patient, based upon professional criteria and skills only. The analyses of the results from our survey show that the preliminary expectations before starting the reform in Bulgaria differ from the assessment of the reality after the transformations - in the foreground emerge the organizational and administrative problems and also educational needs for obtaining higher qualification in General medicine. The GPs have difficulties with solving the problems due to the health care reform. An effective system for operating control, duly elimination and surmounting of deficiencies, shortcomings and contradictions, aiming at insurance and stimulation of good quality primary health care are urgently needed.
